Are you THAT desperate? You realize, don't you, that you risk someone
taking the money, and then screwing you over on the call -- you'd probably
never know, potential employers don't always say who said when when you give
them the references.

Most probably, this guy is running a service for newly arrived
immigrants to the US, or for the people who want to change the
occupation. See, such people do not have local (US) referees. So this
guy needs lots of warm (US) bodies to act as referees.
